Is there a resort you can go to for the day?

No. Either book and excursion or go on your own taking the water taxi to a Caye.

Well yes...in a way, perhaps. Either or both the Ramada Belize City Princess Casino or the Radisson Fort George, I for get which, do offer day passes. While both look out on the water from the rooms, there's no beach but a nice pool at both.

 

And there is Cucumber Beach in Old Belize City. Not a resort per se, but a local man made beach and marina.

 

You can easily google all of these and see if any hit your fancy. But for the most part, take Brother Craig's advice and book an excursion to one of the Cayes.
