Yes you pay the difference between your package allowance and the price of the drink you purchase, but I think they may charge the 18% service on the difference. The 18% service charge is included on the package you have. Or you could upgrade your package and pay the difference between the two.

On our Anthem cruise in September, we are supposed to receive one complimentary soda package per person. If we don't drink soda, but want to upgrade to a Royal Replenish package, can we just pay the difference to upgrade? If so, do we just go to Guest Services to make these adjustments? Thank you!

When you get onboard there'll be lots of tables offering you the chance to purchase drinks packages. Just go to one of them and they'll be able to upgrade you.
