Tampa car rental with shuttle to port?

I've been searching car rental companies who would provide a shuttle to port when I return the car. I've done just that in FLL, MIA, and Canaveral but I don't seem to find that service in Tampa. Anyone know if there is a car rental company who does provide a shuttle to the port when returning the car?

Avis at the Embassy Suites downtown has a shuttle. However, sometimes they are too busy to take you back quickly, so we take a taxi for $6pp.

I believe Hertz and Enterprise also have offices close to the port and offer shuttles. If you find a better rate at the TPA airport a taxi to the port is only $25
