You can text family and friends using VOOM if you have internet based texting or WiFi Calling on your phone. You can use Safari too.

 

Facetime depends on having sufficient bandwidth, and that would depend on the ship you are considering.

Yes, put the phone in Airplane Mode and then turn on WiFi. This way you can be sure of not getting any charges from your cell company.
