Possibly some large TA's may 'hold' cabins which will get released if not sold. Sometimes HAL has Sold Out on a category but holds a few cabins out for last minute bookings which would then be released for upsells or upgrades. My sister was able to call and get a cabin under the Sold Out listing.

I had a balcony guarantee and the website showed sold out - but 3 weeks out got my first upsell offer- 16 days out - 2nd upsell offer. 12 days out I accepted the third one.

 

So, one never knows.

Just because the verandas are sold out does not mean that all cabins are assigned. Your VC class could be over-sold and classes above you under-sold, so some people would receive upgrades.
