They usually start upselling Haven suites about 30 days before sailing. About 7-10 days before sailing they may open upsells to move from other cabins (e.g. inside to balcony), but for sure 3-5 days before sailing you'll be able to do this.

 

Also upgrade and upsell are different things. Upsell means you pay a slightly lower price than retail and retain your existing perks from when you booked. Upgrade means paying retail price but under the new promos. Sometimes close to sailing a balcony may be the same (or cheaper) than you paid for an OV, and you can just "upgrade" at no cost.
