Specialty Dining Refund?

What happens if you book and pay for a specialty dining venue but then need to cancel? Are you reimbursed for the specialty dining fee?

You can cancel up to 3 days before the cruise for a full refund to your credit card.

We were reimbursed by the onboard manager at Samba Grill on the Allure, as we found the food disgusting. Everything was soaked in the same oily marinade disguising the natural flavours and was very disappointing - we left after the first course.
