Can UK cruises book on board in £

I wouldn't. Last April, I, a Canadian, "cashed" a 5 pound note that I had had for years. I received, with apologies, a little over $7 for it, even though it was worth about $12 by then. So the "charges" were quite large. Whether this will apply to you, I don't know. But if you can pre-buy the US$, I suspect that you might get a better return.

The answer is yes. The deposit is taken in GBP, and the balance is shown in pounds, much in the same way as booking direct with Princess online in the UK. The OBC is in $ though.

We found that if you log into your account whilst on board, it automatically quotes UK prices which will give you an idea of the price. The printed cruise leaflets only show prices in $ generally (though vaguely think that one we were on which had sailed from Southampton, may have had prices in pounds). Talk to one of the future cruise consultants to actually book.
