That is correct, and it is not likely to change at any time in the foreseeable future. Harvest Caye is relatively isolated and there is little infrastructure on the mainland to support excursions.

shoreexcursioneer is listing excursions from Harvest Caye on their website, however none are available to book as of now... But it is a glimmer of hope that non NCL excursions will become available soon.

And do note that all say a 15 minute tender ride to the tender pier in Malacate. I believe that area is in the process of being developed. Not sure if there's even a suitable pier there yet.
