From their information pages - http://www.princess.com/learn/faq_answer/onboard/experience.jsp: "Electronic Cigarettes The use of electronic cigarettes is allowed within the confines of the guest's stateroom (balcony not included) and within designated smoking areas only." If you are willing to take a mouthful of abuse then go ahead and "inform" the passenger. I would rather that the security people did it. I suggest that a photo be taken and then sent to security.
