Soda package for 3rd & 4th?

We sail on the Norwegian Dawn in a week. The wife and I picked the beverage package from the options + 3rd and 4th passenger free. Our son and a friend of his are going and are both 18. Reading about the beverage packages it states that all in the same room must have a package. We weren't sure if we were going to buy the soda package for them or not (my son's friend rarely drinks soda). Are we going to have to purchase the package for the 2 of them?
