Why can't they stay in port longer or even overnight?

As for why Carnival does not do overnights? $$$$$$$$$$$$ talks. It's more profitable for the ships to be at sea. Some very lucrative services have to be closed while the ship is in port.

Carnival does do overnights, but they are few and far between.  The Mexican Riviera cruises have one itin that overnights in PV.  This itin will not be available with the Panorama.  

It costs lots of money to port overnight.

We are overnighting in Honolulu on our HI cruise.
