Cheers packages out of Mobile

We are sailing on the Fantasy out of Mobile in Feb.2018 for a 5 day cruise. I'm curious about the Cheers package. Does the Cheers package encompass the entire 5 days while onboard? I've heard that there are some restrictions with certain cruises such as those out of Houston, where you cannot use it the first day as they sail out out of the river/inter-coastal areas and out to sea.

The Cheers Package day 1... as long as you're in "area" you'll pay taxes and there's a limited menu. Once you get to international waters they put away the "Mobile liquor", stop the taxes and bring out the regular liquor.

I used it as soon as I boarded. I did pay taxes on each drink until we were underway for a few hours, presumably until we left Alabama waters.
