We did the POA a few years back and yes, the soda package was offered.Boarding is not an issue, so there isn't a worry about when to board. Keep in mind, POA is a smaller ship and it doesn't leave the US.

3. depends what you want to do while on board; in a suite you will get escorted onto the ship and have a separate check in area so can get on and eat lunch at Cagney's, but your room probably won't be ready until 2-3:00ish...

Rooms should actually be ready earlier than that.

 

Cagney's for breakfast and lunch is your restaurant - you can't order that though to your suite on POA unlike other NCL ships.
