Does Celebrity offer “up sells” very often? Not talking about complimentary upgrades, that’s too elusive.

Not too often, sorry. What happens more frequently however it if there's a price drop, sometimes you can upgrade your cabin with minimal or no cost. We did that a few cruises ago and upgraded to Aqua from Concierge for the same price. You need to check prices frequently or use a web site to keep watch for you.

Transatlantic cruises usually sail full. I would not look for any upsells or upgrades on a TA.
