No. You are not paying for the first day.

The Cheers package isn't sold until the first full day on Galveston sailings. If you prepaid for the program you don't pay for the embarkation day. For drinks that you'd otherwise get on the program you will pay for them individually. The line starts early poolside for the sale of Cheers on the first day at sea.

 

The only way to get unlimited sodas on day one is to purchase the Bottomless Bubbles program that doesn't include any alcohol based drinks.
