Eurodam sailing May 5th to Vancover

We disembarked in SF Sat am, May 5. The late arrival in Seattle is due to a new law just recently enacted making all ships heading northbound from SF to maintain a speed of 8 knots "to protect the whales" along the Pacific Coast for the first four hours at sea. I'm not sure if this law includes international waters. As the Captain explained, the whales don't know what lane they're supposed to be in. This 4 hour delay was a big headache for passengers trying to make connections in Seattle. HAL was going to cover the fees incurred for changes, but many passengers couldn't find new flights & may have had to spend the night in Seattle area for a flight out today.
