Best cruise ship water park?

We are planning a winter 2020 cruise with our boys who will be 3.5 and 6.5.

 

Our last cruise was on Carnival Breeze and my oldest who was 2.5 at the time absolutely loved the water park. What other good ship water parks are out there? Is that one of the best for small-ish kids?

NCL Getaway has the best water slides. but not sure about 3.5 YO height

 

All of the Oasis class ships have a fun "water park" splash area for kids to play. So does Freedom.
