I think the problem with Guarantee Bookings is that the general public do not fully understand the full range of implications which may occur and many aspects are negative. Often the agent explains the deal and what people infer is that you pay for a low grade cabin and could end up in a suite, which is theoretically possible but then you might win lotto jackpots.   I only book on the basis of money saving and know I will likely end up in a very unpopular location for most passengers.
