Nothing to keep people from removing your towels... especially if you leave them behind the 30 minute “limit”.  On last cruise, over lunch, saw towels on primo spots for 2 hours with no people.  After lunch, I moved one, and hung out for 2 hours and no one showed up.  Chair hogs suck!
