possibly booking a mid deck mini suite balcony cabin on NCL Joy.  Is it possible it could have obstructed view?

Yes.  A Sail Away (Guarantee / GTY) mini suite balcony can have a partially or fully obstructed view and can be assigned up to the day before sailing.  That is why they are priced lower and offered as a GTY versus a location selected at booking by you.  When you book in an NCL Sail Away stateroom (which is NCL's name for their GTY programs) you are accepting their option to assign a less desirable location in exchange for that lower price.
