Singapore to Hong Kong in February

We've been looking at this itinerary, but is this the right time of the year to cruise weather-wise?  I know there's no guarantee of good weather anywhere in the world these days, but would appreciate any advice as to whether it could be too wet for sightseeing.  We're not worried about lower temperatures as long as it could potentially be dry.  Thanks for your help.

Just as a reference point, we did it in January 2018 and needed light jackets in Hue/Da Nang, Halong Bay and Hong Kong. It was a rainy day in Hue/Da Nang. The weather in Hong Kong was a bit drizzly. In Halong Bay, the skies were not ideal; our local tour guide informed us that usually November and December are better months for clear blue skies, compared to January and February.
