There is no way it is. Giving everyone the opportunity to purchase the Refreshment Package before sailing does not equate to a Crown and Anchor discount. As a Pinnacle, I get 40% off the Deluxe Beverage Package if I wait to book it onboard, D+ gets 30%, etc.  There is no discount given to Crown and Anchor members for any of the other packages.  There should be.
