Does Seabourn Encore onboard internet support wifi calling?

The internet signal onboard is often weak.  In fact, passengers are often asked (at least we were asked) to not try to stream while onboard.  I would assume the wifi calling would also be discouraged.  I'm not sure if it would actually work or not.

WiFi (audio) calling works. It takes up much less bandwidth than FaceTime or video Skype, etc.

The issue with VoIP (voice over IP or WiFi Calling) is latency.  You would want the latency to be a 150 ms or less for VoIP.   When on the Odyssey this week, the round-trip latency was 800 ms.   The ship uses a satellite based Internet connection and I think you will find VoIP calling to be problematic.
