Upgrading - better perks

If I upgrade an existing reservation from interior to balcony, will I get the better perks as if I booked new? Right now, they are offering $200 obc and I got nothing when booking. I can't cancel because it says I will lose my deposit. I've read that while I can't cancel and rebook to get a better price, that I should be able to upgrade. Is that true? And if so, will I get the new offer of OBC?

Yes, if you upgrade directly (as opposed to bidding for an upgrade), you should get the perks currently offered.

In most circumstances, yes, but it depends on the rate.  Some are only for new bookings, and would not work.

Much depends on the rate code you used to originally book. If you used a travel advisor, you should contact them. Or call if you booked directly.
