They are all countries that Americans and everyone else can visit right now. This per an email I received from Classic Journeys, a land-tour provider. They learned this from one of their local guides: Turns out it is not so much a ban as a recommendation by Brussels for the EU member countries. And each country has the right to follow the recommendation or not. Croatia has been a leader in flattening the curve, and so it welcomed all EU citizens on July 1,“freely, without restrictions,” Livio told me quoting the U.S. Embassy in Zagreb. Then he added, “All other foreign nationals, including U.S. citizens, may enter Croatia for business, tourism, or other personal reasons, if they provide proof they are COVID free.” So they checked with all their contacts around the world, and came up with the above list of countries that are open to tourists.
