Why no pier in Grand Cayman?

Cruise ships have been going to Cayman for more than 50 years almost daily. I am wondering why there is no pier.

Because the residents don’t want one?  The main downtown port area is surrounded by reef, and an increased presence by larger cruise ships could cause damage.  And many residents would prefer stayover tourism as opposed to cruise ship visitors anyway.
