Even Pre-virus a 10:20 flight would be right and require that you carry your bags off. Tampa sometimes gets hefty delays due to fog, leading to late arrivals mostly affecting cruises from Jan-March. The other issue is what kind of delay will post cruise screening add to your schedule. I would choose a flight leaving after noon to be safe.
