please suggest an insurance purchase strategy

Like many on CC, we have several cruises (five) booked and it looks like two will be cancelled. One is an Australian cruise and the other is an eastern Med going to Israel. The Aussie cruise will likely be canceled by the cruise line and the Med cruise by us since Israel is now closed to the fully vaccinated and then there is the terror threat.

We typically purchase travel insurance early because of my husband's COPD. He has it well under control, hasn't been to a doctor specifically about it for years,  and has never been on oxygen. We have purchased no insurance plans thus far because of instability in cruising.

Questions:

1. Is it wise to just go with plans that cover medical expenses, repatriation, and COVID? We would just suck up the cancelation and other issues like luggage lost.

2. When should we purchase the insurance?

3. Should we go with geoblue since we will likely be traveling at least two times next year starting in Jan and get it right before we are pretty sure the first cruise is a go?

Any other pieces of wisdom?  Thanks so much.
