It’s been 2 years since we booked shore excursions.

Question - when booking online, do you pay at time of booking (Princess)?

Probably better to ask over on the Princess forum. There will be more folks familiar with the current Princess system, given the new Medallion Class app and its "issues".  I suspect the answer to your question will be yes, as it is with pre-booking Speciality Dining, which is why we never book in advance.

We were charged immediately for our Alaska cruise May 2022 excursions.

We just booked last week and yes you pay upfront but if you have OBC you can use that also  :)

And of course you pay in American currency.

Yes.  Your credit card is charged in $US at current exchange applied by your cc.  
This may be higher or lower than the exchange rate your cruise is booked at.  
 

But if you wait to book onboard, the excursions you want may be sold out.  They do not reserve seats to sell onboard.  All inventory is available for presale online.
