New limits to cruise repricing?

Who do you request the reprice from if you are not using a TA? Do you just call the customer service number or do you/should you go through your Personal Cruise Consultant?

"Repricing" is usually NCL cancelling your current reservation and rebooking you at current fares and promotions. If you cancel within final payment, you are subject to penalty up to 100% of the cruise fare.
