Self Shore visits allowed?

On Seashore for 4/2, there are very limited excursions available, I was wondering, those recently cruised are you allow to take a self tour and able to visit outside of port?  Likee Puerto Rico, it is better to take local free bus to El Morro than take a tour.

If fully vaccinated you can go independently.  I think all the ports seashore goes the countries allow you to book independent excursions. I could be wrong on that though.

What time you get in?  MSC usually gets in at 5 pm restricting what you can do.

You can walk to the fort's. There are 2. You can see them on the hill where you dock.

We got in on the Seashore mid morning and had to be back on by 5pm
