Were you, perhaps, above or below a public room? On a previous trip I discovered a very good signal in the lounge at the Verandah. For our next trip, I've assigned myself the job of charting wifi signal strength in as many places around the ship as I can. I would not have thought to test on the balcony!

I was deck 10 near stairway C, so not really close to any public rooms.
