You can always pay to upgrade if there is a cabin available.  I have never been offered to bid for an upgrade but I have changed from a mini suite to a full suite when one became available by paying the price difference.

I wanted to do a paid upgrade before my Costa Smeralda cruise last October.  However it appeared on the website that all balconies were sold out ( unlikely due to capacity restrictions at the time).

I was told that I could ask via reception when I got on the ship.  Called them as soon as we got in our room  and was told the upgrade from inside to Balcony was 400 euros total which I accepted.  They were keen to show me the cabin before I made a decision.  It was great and they even helped me to move my luggage that evening.
