Move up possibility when traveling solo

I traveled solo in March on Summit.  I was in an inside cabin and wanted to move up to concierge balcony.  I placed my offer about a month before the cruise and they accepted the offer 2 days prior to cruise.   I did have to pay as two people were sailing.  So my initial bid was 150pp, ended up paying 300 total.

 I traveled solo on the Summit last week. Originally I was in a balcony cabin and I bid  $50 for a concierge cabin and it was accepted.  For some reason they only charged me the $50, I did not have to pay double.
