If under the best price guarantee then just phone customer service, and i think there is an option for booked cruises. We did it for our Aug cruise when the free child places appeared. But we went through our TA. Ask the question and they will be able to tell you if they can apply the new costings. But sometimes takes three or four phone calls to speak to someone who knows. For us it’s much more convenient than hanging on the phone and you get a email with the chat transcript. One thing that might work for you is if there's an upgrade that's marginally cheaper now that what you originally paid, ask for that instead.
