Specialty Dining Package on the Apex

We are sailing on the Apex over Thanksgiving and are looking at getting a specialty dining package.  
 

My question is, how does it work with Raw on 5 since that is an a la carte restaurant?  

 

I've searched the forums and read through the Celebrity web site but do not see an answer.

Previously you were allowed $35 I don’t know if is still the case.
