are children allowed in cabs without car seats

Will they allow kids in cabs without car seats for a short ride?  We can usually do this, but the cabs all refused to transport our children in Norway because they would incur heavy fines.  We are taking a ferry from the Royal Naval Dockyard to Hamilton, and need to get to the zoo.  If this can't happen by cab, which bus should we take and how long will this take by bus?

Years ago we were in a bind and took a taxi back from Hamilton with grandkids (age 4 and 2). Riding in the taxi without car seats was the highlight of their trip!  They still talk about it today. 😍
