our first celebrity cruise : Elite vouchers ?

I am trying to understand the benefits we get being Elite on Celebrity ( being diamond + on RCI )

I read that : Complimentary Captain’s Club Daily Elite cocktail hour  ( fixed hour that you can have a drink ? )

does that mean that we do not have voucher loaded on our account so we can use those drinks in other bars / restaurants  and also during the day?

I am sorry but it is not clear to me.

5-7pm in most bars on the ship, no hh on embarkation day.

There is a limited menu of drinks available at the Elite 5-7 pm happy hours.  If you have a drinks package already, this benefit is probably redundant

The Happy Hour drinks are not available in the dining rooms or restaurants
