Casino Open While at Ocean Cay?

Is the casino onboard MSC ships open at all while the ship is docked at Ocean Cay?

According to my Daily Program from earlier this year for the Ocean Cay stop, casino slots were open all day but table games did not begin until 4pm.

Casino slots and all retail venues as well. It’s like a stationary sea day.

They did have a table "happy hour" with $5 Blackjack when they did open.  I thought it was 3-4 but I guess it was 4-5pm.
