 Now with the new relaxed rules, wondering what the boarding times etc. are.

I don't believe the times ever changed even with all of the testing so I think 'same as it ever was' is the answer.  They still need just as much time to clear the ship so getting people through check in quicker doesn't make a difference.

We are RCCL cruisers trying NCL and not sure what time boarding starts (on average). I kinda like the way RCCL did it last year (assigned boarding times) but that was due to covid. Also, certain reservations can't be made until you board so waiting too late to let the crowd die down could cost you.

You get assigned "check-in" times but that is different from the time you actual board the ship.  "Check-In" means going through Security, getting all of your documents checked, standing in line to receive your room key cards and being assigned a Broading Group Number.  Actually boarding usually begins begins around 11:30 A.M. but that time can change depending on when the last passengers from the prior cruise left and whether or not an inspection of some kind in taking place.

You will be able to do your online check-in 21 days out and that includes selecting a check-in time.  Some people think you need to get into the system right at midnight the day it opens to get the best (earliest?) times but I can't confirm that.
