Upgrade bid vs Guarantee

I've booked interior and I see I can upgrade to balcony guarantee for less than $100 over what ive already paid. It seems a no-brainer to me to upgrade since minimum bid would be more than double what the guarantee costs. Question - which gets assigned first - guarantee room or upgrade for regular bf balcony? I assume that when you bid for an upgrade its sort of like a guarantee in that you have no choice of location.
