Retreat Shoreside Concierge

In past, when in retreat, we have been able to contact someone prior to sailing to book specialty restaurants, as when i try online, it shows a charge for these.  Does anyone have the contact information for Apex?   We booked kinda las minute and have not heard from anyone.  When I call celebrity direct they say I have to pay for those.  Thanks.
