When Should you log into VOOM after embarkation?

No you don't, but if you still have cellular turned on you might get charged for international or ship cel connections.  It's just easier to go to Airplane mode and then turn on just WiFi.

No you don’t but the problem is that if the Wi-Fi drops off and you don’t notice it, it will start using cellular data.  You might have a huge surprise when you get home.  My daughter didn’t turn it on airplane mode and I had over $300 in cruise data fees on my next bill.
