Best bet would be to ask your TA and find out. I am not an expert on this topic, having booked our trips to which the privileges program applied through the AmEx site. 

I did as you suggested and called my TA.  She got the OBC and dinner with zero issues.  Thanks for letting us know about this benefit and how to access it.  I never would have tried otherwise.
