Atlantis but *NOT* Aquaventure?

I've heard that you can wander around Atlantis and check out the aquarium etc, and so long as you're not doing Aquaventure, it's free - would love to hear people's insights into whether that's a) true, and b) worth the trip over to Atlantis to do? :)

 

We're in port for like five hours the day we're there, and I just don't think that will be long enough to justify an actual pass to the water park

Nope.

Wandering between shops or gambling are not my ideas of a foreign country experience. They’re more about just killing time.

And be careful. Not all the videos are accurate. 
One, titled “Free things to do at Atlantis on a port day” clearly shows areas beyond security that day trippers cannot access without paying big bucks.
