KeepCalmBearOn Posted April 25, 2023 #2 Share Posted April 25, 2023 All beaches in CA are public so in theory you could walk to Lovers Cove to snorkel, but there isn't much of a "beach" there, just a tiny, rocky area that disappears at high tide.
