we have always got good wine service, never did the pre-emptive tipping

Don’t think there is any such thing as a “preemptive tip”. What you describe is called a bribe.

Or reach beside or behind you and fill your own glass. Without buying by the bottle your glass will be empty often. The waitstaff is too busy to keep it full.
