Do all parties need the RC app?

That's correct, put your phones on airplane mode but turn on wifi. Your app access will be via the ship's wifi. As you won't be accessing the internet via the wifi, there'll be no cost involved.

No, it's not necessary; however, it's a free download and is handy -- so why not?
