TA OBC considered non refundable cruise cash?

I am currently on a b2b sailing booked through my travel agent.  This is only my second time on Carnival.  The first one was booked directly with Carnival so there was no TA OBC.  

 

They are telling me that all travel agent's on board credit is always considered cruise cash and non refundable.  This has never been true on other cruise lines and my TA never told me either.  I wound up buying gift certificates to use to pay for my next Carnival cruise.  Is this always the case?

it depends on how the travel agent obtains the onboard credit

 

if they purchase it as a gift from like the funshop/carnival website it is usually refundable

 

if it is perk as a bonus for booking a cruise, it is non refundable
